Two decrees organizing the presidential and legislative elections of October 2004 were published in the Official Gazette of the Republic of Tunisia on July 16, 2004 .
1 - Voters
Voters were called to the polls on Sunday October 24, 2004 for the election of the President of the Republic and the members of the Chamber of Deputies. Tunisian voters living abroad also participate in the election of the President of the Republic. During the coming election, the voting operations shall start on Saturday October 16, 2004 and end on Saturday October 23, 2004 , from 7.30 a.m. to 4.30 p.m.
2 - Presentation of candidacies to the presidential election
Presidential candidacies shall be presented until Thursday September 23, 2004 inclusive, in accordance with the provisions of the Electoral Code.
3 - Presentation of candidacies to legislative elections
Candidacies to the Chamber of Deputies shall be presented from Sunday September 19, 2004 to Saturday September 25, 2004 inclusive, from 8 a.m. to 6 p.m. nonstop, in accordance with the provisions of the Electoral Code. Pursuant to paragraph 1 of article 72 of the Electoral Code, the total number of seats in the Chamber of Deputies is fixed at 189.
4 - Electoral Campaign
The electoral campaign for the presidential election shall be open on Sunday October 10 at 0.00 a.m. and shall end on Friday October 22 at midnight . A second round of presidential elections shall be organized on November 7, 2004 if no absolute majority is obtained in the first round.
In case a second round is held, the electoral campaign shall be open on Sunday October 31 at 0.00 a.m. and end on Friday November 5, at midnight . The electoral campaign for the election of the members of the Chamber of Deputies shall be open on Sunday October 10 at 0.00 a.m. and end on October 22, at midnight .
5 - Allowances
An allowance to finance the electoral campaign shall be granted to each presidential candidate. The amount of the allowance is determined on the basis of 20 dinars every each one thousand voters at the national level.
An allowance to finance the electoral campaign shall be granted to each list of candidates to the Chamber of Deputies. The amount of the allowance is determined on the basis 40 dinars for each one thousand voters at the level of the electorate district.
