The Presidential and Legislative Elections National Observatory  

Mission & composition

Mission :

A Presidential and Legislative Elections National Observatory has been established in Tunisia to supervise the ballot in which 4.7 million voters will participate. The mission of this body is to observe the electoral process from the presentation of candidacies to the proclamation of results. Chaired by Mr Abdelwaheb El Behi, the former president of the Tunisian Bar Association and the vice-president of the international human rights committee of the International Bar Association, the Observatory will endeavor to accomplish its mission in all independence and transparency, away from any political affiliation and while respecting the law.

The mission of the Observatory consists in observing the process of the presidential and legislative elections of October 24, 2004 , including the presentation of candidacies, the electoral campaign, the voting operations, the counting of votes, the proclamation of results and even appeals submitted to the Constitutional Council. The Observatory shall submit a report to the President of the Republic.

The Observatory is open to all citizens and all observers, both Tunisian and foreign, in order to best accomplish its mission and ensure the transparency and legality of the electoral process.

Composition

Composed of 14 members, including judges, lawyers, university professors and journalists, this body is characterized by its impartiality, as its members have no political allegiance. It has no decision-making or arbitration function, but rather an observation role in the service of democracy.
